Civilization 3’s emphasis on kingdom-building is similar to that of its predecessors, beginning in 4000 B.C. and continuing up to the present day. Construct and improve cities; educate military and civilian groups; spread one’s influence and knowledge; create new Wonders of the World; reach out to and work with neighboring cultures; etc. Players who aim for victory will need to amass resources, acquire a grasp of politics and economics, develop their cities and domains creatively, and hone their fighting skills.
Gameplay:
The rules of the game are laid out in a grid of square tiles. Each city, landscape improvement, and unit gets its own tile, and each tile can contain a sizable number of units. Land improvements (such as a ranch, mine, or city) can coexist on the same land title with transportation improvements (such as a road or railroad). Urban areas shouldn’t touch each other, so no two tiles should touch. After being “worked” on, each tile produces food, creation, and exchange at a rate proportional to the type of territory it is in. A tile needs to be worked on if it is one of the twenty that make up a city. One city at a time can only work as many tiles as its population, so cities must wait their turn to use the tiles.
Players can expand their cities faster by using food as a building material. Excess food is stored in the expectation that it will be needed in the future by each population unit. Gameplay creation, or “shields,” are used to construct anything from units to buildings to philosophical musings. In this game, trading is essential to success. New discoveries, monetized activities, and luxury items can all be sorted however the player sees fit, each serving a unique function.
